Character and artwork are different
Usually yes. A Unicode character is a standard text value. Nobody owns it, so you can use it in commercial work.
Three other things can carry rights, though, and people often confuse them with the character itself.

Logos need separate judgment
A font file is software with its own licence. A platform's emoji artwork is that company's design. A trademark is separate again.
